The Hillside Grading Area is a geographic designation in the City of Los Angeles, distinct from the Hillside Area used in zoning, that triggers a separate set of requirements when a project involves grading. A project located in a Hillside Grading Area is subject to a series of process and quantity rules that flatland projects are not.
A grading bond is required when a project in a Hillside Grading Area involves over 250 cubic yards of soil. A public hearing — the haul route hearing — is required for any import or export of earth material in excess of 1,000 cubic yards in a Hillside Grading Area. Both requirements have practical timeline consequences: the haul route hearing alone takes a minimum of eight weeks to schedule.
Projects with new construction or additions exceeding 500 square feet of floor area in the Hillside Grading Area must also comply with Posting Notification requirements: notices mailed to neighbors at least ten days before permit issuance.
On the LADBS R1/R2 occupancy correction sheet, the Hillside Grading Area triggers a cascade of items: a copy of the Grading Pre-inspection Report, evidence of the grading bond, the haul route application if quantities are over the threshold, and Posting Notification documentation. None of these are technically design changes, but each one has a calendar cost.
A common timeline mistake: an owner expects a routine grading permit and is told mid-project that the haul route hearing is required. Eight weeks of schedule disappears. The fix is to identify the Hillside Grading Area at concept, model the cubic yards realistically, and tell the owner before the proposal what process the grading volume will trigger.
The definition of “Site” under LAMC Section 7003 is also relevant here. Any lot or parcel of land or contiguous combination thereof, under the same ownership, where grading is performed or permitted, constitutes one site. Owners with adjoining lots cannot split a project across them to evade the cubic yard thresholds.
